ResiliEnhance Platform 2024 Meeting: Exploring Governance Transformations for Resilience (Udine, November 26-27, 2024)
Building upon the launch event (2022), field trip (2023) and online update meeting (2024), the ResiliEnhance Platform continued its collaborative research approach with an in-person meeting held on November 26-27, 2024, hosted by the International Centre for Mechanical Sciences (CISM) in Udine, Italy.
This meeting focused on exploring "governance transformations for resilience" through the ResiliEnhance lens, exploring narratives and experiences from the Central Eastern Europe (CEI) region.
Day 1: Sharing Disaster Governance Case Studies
The first day featured presentations of eight narratives on past disaster governance case studies, offering valuable insights from various countries:
Croatia: Zvonko Sigmund (University of Zagreb) discussed the role of disaster risk governance in effective post-disaster risk management.
North Macedonia: Julijana Bojadjieva (IZIIS-Skopje) presented advancements in post-earthquake damage assessment regulations based on recent moderate earthquakes.
Montenegro: Jadranka Mihaljevic (Institute of Hydrometeorology and Seismology) offered reflections on the sustainability of established seismic risk governance practices following the 1979 M 7.0 earthquake.
Slovenia: Matjaž Mikos (University of Ljubljana) shared insights on the August 2023 floods in Slovenia.
Bulgaria: Dimiter Velev and Plamena Zlateva (University of National and World Economy) presented on AI applications for flood resilience.
Poland: Janusz Szpytko (AGH University of Krakow) discussed the concept and practice of resilience through case studies.
Italy: Daniela Di Bucci (Italian Civil Protection Department) presented on basic training in civil protection in Italy.
Hungary: Szabolcs Morvay (Institute of Advanced Studies Kőszeg) explored the role of knowledge ecosystems in enhancing regional resilience.
Day 2: Collaborative Analysis and the 2024 ResiliEnhance Chart
Building on these rich narratives, the second day involved a working group exercise for a cross-cutting analysis of all cases using the ResiliEnhance lens. This collaborative effort resulted in the development of the "2024 ResiliEnhance Chart" that outlines key waypoints to guide transformative governance efforts towards a safer, more resilient, and sustainable future.
Next Steps and Conclusion
The meeting concluded with discussions on key next steps for the Platform including the development of a Special Issue on the narratives. A final debriefing and greetings from international, local authorities marked the closing of the event.
